And two teenagers – a 17-year-old boy and a 17-year-old girl – will be dealt with separately as young offenders, police said.
Officers from the Hume Local Area Command found the kangaroo at the intersection of Auburn and Montague streets about 11.40pm on Tuesday.
Witnesses told officers the kangaroo had allegedly been attached to the back of a green Nissan Pulsar and driven through Goulburn before two people in the car cut the animal free and the car fled.
Following investigations, police issued court attendance notices on Thursday to two men - aged 21 and 20 – for offensive behaviour.
Both men are expected to appear at Goulburn Local Court on Wednesday, July 13.
