The crossing was closed by the patrolling team a day earlier as they knew that a constant downpour of rain was expected in the region.
Krystal Hemsworth, community engagement officer at NSW SES Sutton unit, said that they had received a call at 8:20pm that two people were trapped in floodwater, seeking refuge on top of the vehicle.
A team which included two flood technicians arrived at the scene at 8:35pm, NSW Police, ACT Fire and Rescue, NSW SES-Queanbeyan Unit and NSW Ambulance were also in attendance.
"The two people were safely assisted back to dry land by our flood technicians and assessed by the NSW ambulance," she said.
"Our main concern with floodwaters in the Sutton and Gundaroo areas is, not only is it extremely fast and unpredictable, but it also contains agricultural chemicals, animal carcasses, road debris, branches, a whole range of other stuff you do not want to consider being stuck in.
"Not to mention country roads do not hold up well to heavy, fast-moving water. Even 15 cms of water are enough to move a small car, with our crossings reaching 1.5m during heavy rain and floodwater reaching a speed of 45km/h, the damage to your car and danger to your life is immeasurable."
She has asked people to be alert on the road, obeying closed roads and if they come across a flooded road, turn around and don't risk it.
