The Queanbeyan-Palerang Regional Council (QPRC) is in final negotiations with ADCO Constructions to complete the design of the project.
The $74.85m project is expected to be completed by end of 2022.

"We expect to begin construction within two months of signing the contract and the site investigations will start within four weeks of signing the contract," a QPRC council spokesperson said.
The council had appointed ADCO Constructions to finalise the design and construct the Queanbeyan Civic and Cultural Precinct in March 2021 council meeting.
Mayor Tim Overall said that the Queanbeyan Civic and Cultural Precinct is the catalyst for the transformation of the Queanbeyan CBD.

"The project is making progress with the development application approved late last year and now a formal contract soon to be signed with the construction company, ADCO Constructions," he said.
"We look forward to construction beginning in the coming months. This project is expected to take two years to construct."
The redevelopment of the council's old administration building is an important part of the council's CBD Transformation Strategy. Currently, council staff are currently housed in 11 buildings across the CBD.
The concept design includes:
- two towers (3 and 5 levels above ground and mezzanine)
- connections to Bicentennial Hall and improved access to The Q theatre
- approximately 6500m2 public realm
- approximately 1450m2 community space
- 2050m2 commercial space
- 4000m2 council administration, including shopfront, public library space (integrating service desk and staff areas into head office)
- meeting rooms and break-out spaces (for receptions and conference)
- space for government offices (sold as strata)
- lettable commercial space (available initially for rental return, then for future growth)
- gallery connecting office building to Bicentennial Hall and Q Theatre
- approximately 100 car-space office and public basement parking
- rooftop garden
