Queanbeyan's first division side struggled in finishing last with two wins when they played in autumn this year, but association president Rena Spears is hoping to enter a division two team next year to support her top players.
And Phillips said good performances in divisions four and five were key to making that aspiration a reality.
"We'll definitely be looking at some of these players for that," Phillips said.
"Within our division four and five teams there is a lot of talent, obviously we've already got four state league one players in our division four team, but we will be looking at most of the rest of the players to push up as well."
"It's going to depend on how they all perform out here though."
Hayley Bowyer and Maddie Thorn will lead the division four side throughout their season, and are just two players Phillips was hopeful of higher playing duties in the future.
"We once had a time where we didn't have enough young players coming through that were old enough to play state league, but with the current crop of players, there's quite a few options, so with what we've got, we're looking to form that team that would feed into our division one," Phillips said.
Meanwhile the division four side has gotten off to an average start, with a 29-all draw against Canberra in round one, and a 32-23 loss to Tuggeranong last Sunday.
Division five is unbeaten, winning a thriller 26-25 against Tuggeranong last Sunday, while also drawing with Canberra in round one.
Alana Bowyer has been out sick for the division four girls so far, but Phillips said results would improve with her return.
