A cartoonist who allegedly spat on the newly appointed head of the Inner West Council during a protest has been charged with offensive conduct.

But one of her publishers has said it stands behind her "one-hundred-and-fifty bajillion percent".

Nicola Minus, 26, confronted Administrator Richard Pearson as hundreds of protesters shut down a meeting of the new council, an amalgamation of the Leichhardt, Ashfield and Marrickville councils, on Tuesday night.

Mr Pearson was escorted from the chamber by police as another protester grabbed documents from his hands and threw them away.

Former mayors and councillors of the sacked councils seized control of the chamber, some declaring the amalgamation, formed on May 12, "unworkable" and "ungovernable".

Local Government Minister Paul Toole sacked 42 councils as part of the Baird government's bid to have fewer, but larger, councils, and appointed administrators to run the new amalgamations until 2017.

Labor and the NSW Local Government Association have called on the government to bring the council elections forward.

Minus has taken down her professional website and social media sites. She has been called a "slag" and "scum" on social media.

But a magazine that has featured her cartoons, The Lifted Brow, defended her.

"Just so everybody is clear: we stand one-hundred-and-fifty-bajillion percent beside and behind Nicky Minus," the magazine tweeted. "She's on the right side, always."

Its editor, Ellena Savage, tweeted: "nicky minus is a national treasure".

The maximum penalty for offensive behaviour in NSW is three months' imprisonment.

Minus will face Newtown Local Court on June 16.
