The development aims to ease traffic congestion in morning and afternoon peaks for Barracks Flat residents.
According to council, the intersection will be constructed in two halves, diverting traffic to one side of Cooma St while the other side is constructed.
During construction two-way traffic will remain on Cooma St.
Barracks Flat Dr will remain open at all times and Thornton Rd will be closed at Cooma St. Residents will use Southbar Rd or Candlebark Rd to access their properties.
Depending on the weather, construction is expected to be completed in ten weeks, and cost $900,000.
Queanbeyan Mayor Tim Overall said Council was approached repeatedly about peak hour delays and safety issues at the intersection.
“Council presented residents with three intersection upgrade options in 2015 and the majority of respondents were in favour of a signalised intersection.”
