Moses Kellie, 30,  was arrested in Wagga Wagga on Tuesday by homicide detectives attached to Strike Force Annand and charged with murder.

Mr Kellie is an African refugee who was living homeless in the park at the time. He was questioned after the September 2009 killing but police did not have enough evidence to charge him.

Strike Force Annand was established to investigate the death of Mr Cawsey, whose body was found by two early morning joggers near bushes close to Busbys Pond in September 2009.

The 37-year-old, who lived in Redfern, had been stabbed once in the heart. 

On the night before he died Mr Cawsey, 37, had been working at the Sydney Entertainment Centre, where he had been contracted as a lighting and sound equipment rigger.

Detectives said he then went home before CCTV footage in the foyer of his apartment block showed him leaving again in the early hours of the next day.

Police believe Mr Cawsey was on his way to a gay beat and walking through the park when he was attacked.

In 2010, police said they had interviewed hundreds of people in relation to his death and had not linked the crime to any other incidents. They also did not believe it was a hate crime. 

Mr Kellie appeared in Wagga Wagga Local Court on Tuesday where he did not apply for bail and it was formally refused.

The matter was adjourned to Sydney's Central Local Court on October 14.
