Northbound traffic was still being diverted via the Barton Highway and Hume Highway, as of 3pm.
A NSW Transport Management Centre spokeswoman said a northbound truck had caught alight after crashing on Woolongorang Bridge and rolling on its side, shortly before 10.30am.
She said the truck fire sparked a grassfire.
The truck fire originally closed the highway's northbound lanes however, southbound lanes were also closed after the grass caught alight.
The southbound lanes had reopened as of 3pm.
A NSW Ambulance spokeswoman said the only person in the recycling truck suffered minor injuries.
Paramedics were called to the scene but the driver was not taken to hospital.
Drivers are advised to avoid the Federal Highway and use the Hume Highway in and out of Canberra.
