With the AFL virtually settled on an identical new and live bidding system for father-son and northern academy players opening with a 20 per cent points discount on top picks, it is understood the competition will move to introduce in 2016 the controversial trading of future draft picks with an expected two-year limit.

The league has also proposed staging the draft over two days beyond 2015 with the possibility in coming years of just one or two club representatives at the televised event in the style of the US NFL feature film Draft Day. The remainder of recruiters and club bosses call in picks.

The AFL is understood to have strongly considered a lucrative offer to stage the 2015 draft in the West Australian mining town of Karratha in that state's Pilbara region. The Gold Coast also remains an option with the new Queensland government putting forward a new three-year deal to the competition after the previous government ended the last arrangement. The third and equally likely alternative will see the draft return to Melbourne.

The AFL has not yet set a date or a venue for the 2015 draft, which will most likely be staged on November 26 following the International Rules game in Ireland.

But it looks certain that father-son and academy choices will be taken during the live draft process. The review of the bidding system for Sydney, GWS, Brisbane and Gold Coast academy players came after an outcry led publicly by Collingwood president Eddie McGuire who focused on Sydney's then highly promising academy footballer Isaac Heeney.

Thursday's meeting at AFL headquarters of the club chiefs will see the close to completed new system which had recently suggested that a 25 per cent points discount on academy players would apply with clubs selecting father-son picks only receiving a 15 per cent discount despite the history and tradition that goes with father-son selections.

However, and despite strong misgivings from several clubs, the AFL - after several commission-provoked revisions - will unveil a proposed equal loading on both academy and father-son players despite the rarer occurrence of the latter.

Over recent seasons an estimated average 2.5 father-son selections have been taken, compared with closer to 12 academy selections.

Under the new bidding system each draft pick has been assigned a certain number of points. The number of points assigned to each pick is based on the salaries players chosen at those selections have gone on to earn.

Under the two-day draft scenario the first night could see, for example, the top 30 players taken with the draft continuing the following night.

Or, under another less likely proposal the AFL could stage a bidding meeting the night before the draft which would would give clubs time to go away, digest the revised draft order before returning the next day to make their selections. Currently clubs are allotted three minutes to make their selections.

Under the proposed system, picks will move up and down the order depending on how many 'points' clubs are required to use to secure their father-son and academy players.

However, conducting bidding as the draft unfolds would enable clubs to decide which players they wish to bid for knowing exactly which other draftees are available to them.

Last year, Melbourne bid for Swans Academy player Isaac Heeney using pick two, which under the proposed new system will be worth 2,517 points.

The Swans would have then needed 2013 points to match the Demons' bid and move up to pick two in the draft order, once the 20 per cent discount was applied.

To do that they would have needed to use the 985 points assigned to their pick 18, with the remaining 545 points subtracted from their subsequent picks.

Those picks would then have been pushed to the back of the draft order.

Effectively, Sydney would have traded picks 18, 37, 38 and 57 for picks two (Heeney) and 64.

Clubs with two or more academy or father-son players could be forced to use points from the following year's draft to secure all of them.

But they will still be required to take a minimum three selections - including rookie upgrades - in any given draft.

This year the Swans have first call on midfielder Callum Mills, considered by some to be one of the best few players in the draft.

Sydney will also have access to Josh Dunkley, the son of Andrew, should he choose to nominate as a father-son selection. Jackson Kelly, the son of Paul, has also shown some promising early-season form.

Clubs are likely to bid high first round picks for onballers Jacob Hopper and Matt Kennedy, both of whom are attached to the Giants Academy.

Under the deeply complex new system the Giants could be forced to eat into their 2016 draft "points" in order to secure both players, if clubs bid high picks for both.

The club could also choose to pre-emptively trade a player out, to ensure they have enough points to secure both.

That decision could be made for them, should one of their stars request a trade at the end of the season.

The Brisbane Lions will consider both tall forward Eric Hipwood and onballer Ben Keays, both members of the Lions Academy.
