Nothing says "infrastructure" like a fluoro vest and a hard hat, and NSW Premier Mike Baird closed his election campaign on Friday kitted up as as Mr Build-It.

Mr Baird has staked his political survival on lavish promises of roads, rail and other upscale projects. Just hours before polling booths opened, he visited the North West Rail Link construction site to remind voters that his government is delivering on that pledge – and, if given the chance to lease the electricity networks, will build a whole lot more.

"Action speaks louder than words. We are making stunning progress in building a project that will change Sydney forever," he said, with Transport Minister Gladys Berejiklian by his side.

It was a day packed with photo opportunities and radio and television interviews for the telegenic Premier, who did not make any new announcements.

Mr Baird got an early start to the day, heading to the Sydney Fish Markets before sunrise to tour the auction floor and talk to fishmongers.

He appeared relaxed despite a throng of hyped-up media documenting his every move, which included sampling a fresh prawn for breakfast.

Well-wishers gravitated to the Premier to offer their backing.

"You have a very good agenda to develop NSW," said one supporter, to which Mr Baird replied: "We'd love the opportunity to keep going".

A Galaxy poll published by News Corp on Friday put the government comfortably ahead of Labor, 55 per cent to 45 per cent on a two-party preferred basis.

During a live cross to Channel Seven's Sunrise program, Mr Baird returned to the defining theme of his campaign – infrastructure that will flow from the proceeds of his plan to privatise the electricity poles and wires.

"It will mean less congestion on our roads, and it also means less crowded trains in our cities, new trains in regional NSW [and] investment in highways," he said.

"There is a clear choice. A choice where NSW keeps moving, keeps working, or one where we go backwards with cancelled infrastructure projects and ultimately a state that stalls."

Mr Baird was referring to Labor's more modest $10 billion worth of infrastructure promises – half that of the government's – which would delay a second harbour rail crossing by four years and scrap a planned road tunnel under the inner west. However, Labor would not need to lease the electricity assets to pay for its plan.

At the North West Rail Link site at Cherrybrook, Mr Baird said the project symbolised the difference between his government and the opposition.

"The [rail line] is one of Labor's most notorious broken promises. In four short years we now have four huge tunnelling machines churning away under Sydney," he said.

"You can see what we can do in four years. If we are given the privilege of continuing for another four years, you will see more ... schools, roads, rail, hospitals."

Critics of the project say it will put a strain on the existing rail system, requiring passengers to disembark at Chatswood to board trains to the city.

But Ms Berejiklian said the rail line was "a great case study on how projects should be built and how they should be delivered".

She said only with her party and its "awesome" leader at the helm could infrastructure be delivered at such a "cracking pace".

"I really, really hope that we wake up on Sunday and Mike Baird is still Premier ... it's so important for our future," she said.
