The club advertised the positions of head coach and technical director last week, with current head coach Njegosh Popovic's three year contract now expired, and not offered an immediate renewal.
Popovic had been working in both roles this season, but new Capital Football rules require each club to have different people in these positions.
It comes with Monaro also having re-applied for their Canberra Premier League licence.
The Panthers Premier League side ended their 2014 campaign last weekend, going down 5-2 to Belconnen United and finishing second last.
With its under 16s, under 14s and under 12s Premier League sides playing finals football this weekend, plus all three of its women's teams through to their respective finals, things are far from dark at the end of the club's tunnel.
Their under 12s team also competed at the Gyeongju International Youth Football last week, finishing 12th out of 21 teams and third in their group.
But Monaro president Simon France said the club had to look at other influences to keep moving forward in the future, especially to lift the performances of its Premier League side.
"Every organisation needs to keep working out how to improve themselves, and that's what we're doing at the moment," said France.
"We're evaluating 'what are the improvements that need to be made?' I wouldn't say that no change is going to happen, otherwise you end up going backwards, and you need to keep working out the best way forward."
France said having a separate head coach and technical director for the first time would be the best way to improve team performances in the future.
"We'd like to have a situation where we have a technical director who oversees the men's head coach, the women's head coach and the juniors. We need a 'community' technical director," he said.
"But you've got to have the right people doing it. It'll take a bit of time."
Meanwhile the Women's Premier League side take on arch rival Belconnen United in semi-final action at Hawker on Sunday.
Belconnen have won two of the sides' three clashes this season, but in missing their four Canberra United W-League players, Panthers striker Ashleigh Palombi said her side would enter the match confident.
