About 6pm Friday, emergency services were called to a unit complex on Thurralilly Street, Queanbeyan, after reports of a fire.
Upon arrival, police and Fire and Rescue NSW officers found the building well alight.
A 23-year-old man was taken in a serious condition to Canberra Hospital with burns to his arms, hands, legs, and back.
Other occupants of the complex had self-evacuated prior to police arrival and did not require medical treatment.
One of the units was completely destroyed by the fire and a crime scene was established to investigate the cause.
Investigators do not believe the fire was suspicious.
