The tense stand-off between the shooter and police lasted over four hours.
Hundreds of police evacuated the quiet suburban street as two SWAT tanks rolled in to trap the gunman in a cul-de-sac in suburban Houston.
Detective Ron Hickman said that the "gunman was believed to be the father of at least two of the children".
One child, a young girl, was airlifted to hospital but died shortly afterwards.
The lone survivor suffered a gun shot to the head but was able to call police to tell them that the suspect was going to a local restaurant to kill more members of the family.
A witness at the scene told the Houston Chronicle that the shooting arose out of a domestic dispute.
"The shooting involved someone who left the family," said the witness.
Detective Ron Hickman said that the wife of the suspect and the mother of two of the children was currently out of the state.
The shooting occured at a house near the deceased children's primary school, Lemm Elementary.
US news networks broadcast a live stream of the tense stand off.
