Premier Mike Baird announced on Tuesday that Mr Barilaro would take on the responsibilities of Parliamentary Secretary for Small Business and Regional Development.
Mr Barilaro's elevation within his first parliamentary term came about via a cabinet reshuffle brought on by the resignation of Mike Gallacher, the former police minister. Mr Barilaro said the appointment was a natural fit for him.
"Having been a small business owner in Queanbeyan for 20 years employing up to 25 local people, I have an understanding of the needs of small business and their importance to the state's economy," he said.
"Small business represents two thirds of the NSW economy and underpins much of the employment in regional areas - it's important this vital sector continues to have a strong voice in government.
"I have helped secure additional infrastructure investment in each of these portfolios over the past three years and see this appointment as a natural extension of the important work I already undertake on behalf of the Monaro electorate."
