The challenge requires participants to create something new from something old and could net the winner $1000 if they are between 12 and 25-years-old and live in the area.
Queanbeyan Mayor Tim Overall said as communities moved away from over-consumption and a throwaway society it was really important to give young people opportunities to be creative and see every day used materials in a different light.
"I really look forward to seeing what is created during this competition which will run to Friday, May 9. The designs can be functional, artistic or both."
Selected pieces will be placed on exhibition at The Q in the foyer from Monday, May 5 until final judging takes place on Thursday, May 8.
National Youth Week is the largest celebration of young people in Australia.
This year's theme, 'Our Voice, Our Impact', aims to encourage young people to voice their opinions and to participate positively in the future.
The cash prize is donated by South East Resource Recovery Group and a people's choice award to the value of $400 courtesy of Coles Myer will also be presented.
