The apartment block, to be located at 16-20 Lowe Street, will include one commercial unit on the ground floor and 15 one-bedroom and 15 two-bedroom dwellings above it. It will be three to six storeys high and include a roof-top car park with 52 spaces.
An existing building on the site, a 1940 fibro cottage, will be demolished to make way for the new development.
The apartment block was described by deputy mayor Peter Bray as being a "major jewel in the crown of the CBD".
"This is very exciting in my view for such a development that will enhance our CBD," he said. "I think it's a complex that will be a major jewel in the crown of the CBD."
Mayor Tim Overall agreed the building would be an asset in the centre of town.
"This is a significant site given its location and aspect next to the Queanbeyan Park and proximity to the CBD. I think it's a good design; it's quite striking."
