QUEANBEYAN City Council passed its Integrated Planning and Reporting models which incorporates the 2009-10 budget, at its ordinary meeting on Wednesday night.
The plans incorporate a Community Strategic Plan for the next 10 years, a delivery program for the next four years, and an operational plan for the next financial year.
Once again the issue of council borrowings within its delivery program and operational plan was raised.
Council plans to borrow funds for the improvement works to the Queanbeyan CBD and to allow for the move of the library.
Councillor Tom Mavec moved a motion that council not borrow funds and the two projects be reviewed.
Councillor Steve Stavreas spoke against the motion, and said by council borrowing money they were keeping in line with a very strong demand from the community for the CBD to be upgraded and uplifted.
