The 31-year-old sales executive from Kambah decided to face a history of offences in 2005 that resulted in a warrant issued for his arrest.

He faced Queanbeyan Local Court on Monday for the charges of failing to appear at court, receiving stolen property outside of NSW, obtaining money by deception and having stolen goods in his possession.

He was also charged with driving recklessly and dangerous manner, possessing a prohibited drug, taking a vehicle without the owners consent, larceny and a second charge of failing to appear in court. The court was told Briscoe was “well and truly on the path to redemption” and was now living as a married, law-abiding man with two children.

Magistrate David O'Connor questioned whether Briscoe's change in character should allow him to escape the consequences of his actions.

“Over the last five years he's put himself out of reach of the courts,” he said.

The first charges were laid after Briscoe was caught failing to pay for $57 worth of petrol at a Queanbeyan service station in April, 2005.

He was discovered on April 18 asleep in a car at Batemans Bay by police and was questioned about the vehicle and a number of items suspected to be stolen inside it.

The items included four DVDs, two pairs of boxer shorts and a toy telephone. Briscoe also had a St George key card and cheque that belonged to an unknown person.

The car was identified as the one that Briscoe had driven off in with the stolen petrol, which had been stolen on April 15, 2005.

It was taken and secured outside Batemans Bay Police Station and Briscoe was questioned by police.

Briscoe returned to steal the car from police on April 24 and number plates belonging to the Department of Education were attached to it.

Police later located the car again in Queanbeyan and a pursuit followed with Briscoe reaching speeds of 100km/h in 50km/h zones.

The pursuit ended in the Aldi car park when Briscoe got out of the vehicle and jumped a fence, heading towards Crawford Street.

Magistrate O'Conner said Briscoe failed to appear at court in May, 2005 and March, 2006, which he considered as matters of dishonesty.

“He's surrendered himself now to get these matters finalised,” he said.

“A jail sentence at this time for him in his position would be quite disastrous.” Briscoe was fined $650 for failing to appear twice in court.

He was placed on Section 9 bonds for the stolen car, stealing petrol and possessing stolen goods.

He was also fined $200 for possessing prohibited drugs and $1500 for driving a vehicle recklessly.

He was also disqualified from driving for 18 months.

Magistrate O'Connor also placed him on concurrent Section 9 bonds for larceny and driving a vehicle without an owner's permission.
